“By 2030 ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy”

The global indicator for Target 4.6 is the “proportion of the population in a given age group achieving at least a fixed level of proficiency in functional (a) literacy and (b) numeracy skills”.

The target age group for this indicator is the population aged 15 years and older. Measures which focus on adult and young people are available, but technical issues remain. Notably, there is no common definition of “fixed level of proficiency” and existing measures do not capture skills of the population with low literacy.

The experts in this Task Force are working on defining a common measure for the key outcome indicator for Target 4.6.
